Public Policy

Rules and the cost of a plan

A strategy that ignores the rule it has to live under is a wish. Insurers, logistics firms, hospitals, and manufacturers in this region already know that. A procurement rule, a privacy duty, or a change in how a permit is granted can move the cost of a project more than the market slide did.

We treat that as part of the plan, not as a memo from another department after the announcement. The question is simple enough to ask early: which rule, if it moved, would make this investment a different decision?

Public policy work here is not commentary on legislation. It is the translation of a rule into a number, an owner, and a date.
